Once a beginner knitter can both knit rows and purl rows, then the instruction is to knit one row and purl one row. The resulting fabric now has the typical knitted appearance of stockinette stitch. In the picture, the left half shows stockinette stitch and the right half shows reverse stockinette stitch.
The instuction would be to cast on 10 stitches and do stockinette stitch for 20 rows. (Sample larger to allow fold.)
