Finding a definition of cables was a bit interesting. Here is what wikipedia says about knitted cables: "Cable knitting is a style of knitting in which textures of crossing layers are achieved by permuting stitches". So then I had to look up permuting: "submit to a process of alteration, rearrangement, or permutation."
In short, one or more stitches are removed from left needle, one or more stitches are worked on left needle, then the removed stitches are worked. In most cases, the stitches that are used for the cable part are stockinette stitch. The background stitches are purl stitches as they make the knitted cable stitches jump out from the fabric.
